This POA welcomes those seeking to build their own homes in the Southeast Arizona high Sonoran desert with the option to use the highly desired Owner-Builder Opt-Out Permit offered by Cochise County, AZ.

Welcome to HLR, located near the Old West town of Tombstone, Arizona. Our Ranch has been thoughtfully designed to preserve the area’s naturally beautiful terrain, spectacular 360 degree mountain and valley views, and the sense of ultimate privacy.
Southeastern Arizona is known for its’ wide-open spaces and feeling that the old west still exists.
Our annual 300+ days of sunshine and 4,500 to 5,300 foot elevation make for year-round climate comfort.
HLR is perfect for a ranch in the country, with miles of horseback-riding trails, or for just a private peaceful get-away. Situated amidst rolling grasslands, hills and tree-lined valleys, the topography is rich and varied.
Panoramic mountain views in every direction contribute to the awe-inspiring nature of HLR, and the desire to make it your own private retreat.
If you want to build with innovative and alternative methods, or to homestead, you may have just found your new home!
For the past 10+ years, this POA has had relaxed enforcement and non-enforcement. Many altrnative building plans were approved in the last 4yrs. Many have built with the owner-builder opt out option, building with metal, shipping containers, earth-bags .. even barndominiums exist here. Also, conventional building is a very viable option. Whatever you want, you can find it here.
After obtaining the Cochise County Owner Builder Opt Out option permit, many build homes using “alternative” methods such as earth-ships, adobe, earthbags, rammed earth and a variety of others.
Our location offers stunning views, clean air, stellar night skies, amazing wild life, and priceless access to life-giving ground water! This makes the HLR POA a unique oasis in the Chihuahuan desert!
Many owners are engaged in homesteading, animal husbandry, gardening, and Permaculture practices.
You will find Cattle roaming the roads (a rural Arizona norm), horses, goat pens, ducks, rabbits, chicken coops, various styles of green houses, solar panels, rain harvesting, wind energy, and many other innovative ways of being more self-sufficient.
The night sky here is the best I have ever seen. Whether it is stars or lightning, the beauty will dazzle you.
I intend to spend the rest of my life here. I have found my heaven!
